How would one go about fixing this type of cancer? Is it something that could be done in a garage by a couple amateurs? I’m still into this truck.

That’s a lot more than just surface rust.

Lots of bondo. Lots and lots and lots of it.

What do the inner frame rails look like? Specifically toward the back where the shock mount tube intersects & between where the spare tire normally hangs? I just had to give up on my own FJ because of rust and the body on mine wasn’t nearly that bad (but frame was smoked)

The surface rust can easily be tackled at home. The holes require welding so it depends if you have access to welding gear or not.

Those spots look pretty deep, I think it’s more than just surface rust.

Some of that looks like surface rust that would be relatively easy to deal with. Some of it looks... much worse. Welding new metal in is the right way to fix bad rust, but if it’s on a panel that is removable then just get a replacement panel.

That’s fixable in a home garage, but you will need a welder to do it right.

If you can get access to a welder, it isn’t that hard to figure out. You’ll also need an angle grinder with a couple different types of discs. You can do like 90% of the work without a welder, and then borrow one for the day. Moving to Michigan forced me to learn this junk. I’d say it’s a truck worth fixing and you’ll learn valuable skills.
